Rick is correct.  This is the way I understand it:

1.) With nothing extra connected to your MTH TIU you can control the following:

    a.) Conventional control of TMCC equipped locomotives, and Legacy locomotives, and Lionchief plus locomotives by varying the track voltage (providing a limited subset of their full feature set, for all three)

2.) With a Legacy or TMCC command base (1 or 1L) connected to your MTH TIU you can control the following:

    a.) Full TMCC control of TMCC equipped locomotives; or, using their built-in TMCC compatibility, full control of Lionchief 2.0 locomotives

    b.) Reduced Legacy control of Legacy equipped locomotives (providing a limited subset of their full feature set) using their built-in TMCC compatibility

3.) With a Legacy command base connected to your MTH TIU, and an LCS SER2 Serial Interface (6-81326), you can add:

    a.) Full control of Legacy equipped locomotives with their full feature sets
