Is my ZW-L going to be unhappy with the result of using a 1N4003 to protect a caboose 14 VAC incandescent bulb in an 18 VAC world? What about several cabooses if the ones with the diode oriented the same way happened to be in use at the same time? Maybe I should banish the single bulb ones and only use those with two bulbs where the two diodes are reversed for each bulb power feed. Am I over-worrying?

Just use anti-parallel diode pairs to drop the voltage to the desired level, the ZW won't be able to detect that. If the load is constant, you can just use a resistor.
The ZW-L should have no idea nor should it care your just simply using 1/2 of the AC sine wave
If you're worried about 14 volt bulbs, why not install 18 volt bulbs and be done with it?
