IMHO @Jack4 Jack Pearce from Canada is the expert for furnishing dining cars to include lighted candles. He is at York's Orange Hall displaying his incredible lighting work.

Plates, cups, etc. --> go to the ShopMiniDecorandMore store on Etsy and search that store for 1:48.
Flatware is something I have yet to find good representation of in O scale.

Well , they had every thing I needed .....plus a whole lot I didn't know I needed. I'm just glad its a Cafe not a full dinner and the kitchen. Thanks
A friend of mine super details all of his interior passenger equipment. I’m going to see him today. I will ask what he used for the flatware. He told me once before but it escapes me at the moment. I’ll take pictures as well.

Thank you, finding some of these detailed parts have been a challenge . thanks to some great modelers here, my project moves forward. ( I am up grading a set of Weaver 1934 Hiawatha cars to full scale )
If you can find them, many years ago Circus Craft made O scale table settings. Includes plates, cup, and silverware. They show up on ebay occasionally.

Great link and timely as I am currently building a LaBelle car but the prices would lead me to justify buying a 3D printer.

Not seen those fro a very long time now. The silverware seems the tough detail to locate now. Everything else seems available as 3D resin print items
Okay, so here’s a picture of what my friend did…he used paper clips that he cut and formed into each silverware shape.

I just wonder if I should just hammer them out of copper wire and plate them? Then I should probably hand make the proper art deco chairs and tables also .
Quite frankly, flatware would scale down so thin I think your best bet would just be printing photos of a place setting with silverware and napkins. That being said those paper clip ones look great too Ryan!
Plates are 0.20 styrene punched with a leather punch, silverware is aluminum wire pounded out and glasses are clear styrene sprue sections topped with ACC cement.
Also Scale city Designs sells a sets of table tops with silverware or place settings molded in.

The car I am detailing is a Cafe/ Bar car from the 1934 (design date) Hiawatha , One third of the car , was a bar, and had no windows. the center third , is the cafe , 6 tables 24 chairs all made of chromed tubular art deco styled construction. (those of you over 60 , might remember the style from your moms kitchen) There are 6 widows ,one in front of each table . The final third of the car is the kitchen and a hallway running the remaining length of the car . With the great Ideas here I have tracked down most of what I need. ( not sure on the chairs) thank you all for the ideas and links
Considering the size factor, a glossy photocopy of a place setting would probably pass. A 6 inch diameter plate would be about 1/8th inch across.
