As to replacing it. Off with the old and on with the new. It is marked with a starting end and don't worry if it overlaps a bit at the end. Just be sure you put it on straight. You will probably want to take the motor out, as this will give you the best access. It will be a sticker. You just need to line it up with the edge of the flywheel and work it around

My thanks to Marty to providing me w/ a timing tape which went on quite easily, but didn't fix the problem?  30-2218-1 runs fine w/ speed control defeated, but surged w/ dirty flywheel tape, worse w/ lower speed.  Replaced tape, and still had surging; appeared to be less, took tape off completely, and w/ a bare black flywheel, still have surging.  Any ideas?
