...is affecting low speed performance on a RK UP Alco PA from 2003(?). Is there any fix other than putting on a new tach tape, and how is that accomplished? TIA for any and all answers?

As to replacing it. Off with the old and on with the new. It is marked with a starting end and don't worry if it overlaps a bit at the end. Just be sure you put it on straight. You will probably want to take the motor out, as this will give you the best access. It will be a sticker. You just need to line it up with the edge of the flywheel and work it around
Someone with a painted flywheel posted a while back that white-out in the gaps between the dark lines fixed his engine.
Is the tape looking grubby / grey? Try it, What have ya got to lose?

My thanks to Marty to providing me w/ a timing tape which went on quite easily, but didn't fix the problem? 30-2218-1 runs fine w/ speed control defeated, but surged w/ dirty flywheel tape, worse w/ lower speed. Replaced tape, and still had surging; appeared to be less, took tape off completely, and w/ a bare black flywheel, still have surging. Any ideas?
Guys - Just looked at the parts list. This unit has a tether. I know on steamers the tether can mess up speed, but I think that is because communication between the control board and motor goes through the tether. Here it should just be for lighting and the rear coupler.
I haven't tried to run it as a 3 piece set lately, because I discovered the surging after I swapped out a dead battery. I wouls doubt that's the cause, but after I get the next tape from MTH, and trim to fit, I'll try all three units hooked together.
