You could easily add a horn and also magnatraction with a pair of postwar trucks.

could one just drop a pair of MT wheelsets in the power truck of the EP5?  This would also work for the F3, GP7/9/20, U36B, RDC and Rectifiers.

No.
The axles run through a hole bored in the truck block. The wheels would have to be removed from the axle, preferably with a puller.
Off the top of my head, the truck block used magnetraction axles. These axles are a much larger diameter. They are hollow, with the magnets inside the axle. So the truck block would have to be bored out and larger bearings installed.

Back in the day, there were a few outfits that provided conversion services. The Railroad Shop in Endicott, NY did them, and I am fairly certain that Madison Hardware did too.

Today I would just look for a magnetraction truck block. They are fairly common and inexpensive.

But why convert?
IMHO, tire traction works OK.
