The folks who make Evapo-Rust have a similar product called Rust-Block. Anyone have any experience with this product? Here's the blurb off their website:

I think Dale has the answer. It will do no good to remove the rust without doing something to prevent it from returning. I read through the specs but I don’t see anything about electrical conductivity. If it is conductive, great. If not, you could wipe the rails with a damp paper towel then rub No-Ox on with your finger.

I just got started soaking my rusted Fastrack pieces into the Evapo-rust. After taking them out and drying them, the painted ties were not affected. But the side of the rails turned dull-colored and had pitted areas as expected. Then I used a piece of aluminum foil to remove the excess off.

Unless you possess the means to freshly activate the silica - no.
