"Highball" Electronic Railroad Game

This weekend I took my boys to an indoor flea market. I walked around and saw this railroad game that I had never seen before. I did not buy it as there were no instructions and I did not know if it was complete. There were a few pieces in the bottom of the box that looked like paper looked like engines/freight cars, you can see them in the top right corner. They were maybe an inch long and 1/4 inchh high. I snapped these pictures in hopes someone could help ID it. Any ideas?
