For my test layout using TVS diodes, I picked up some locally.  The store, now gone, gave them to me in a zip lock bag.

I ordered a bunch from Mouser Electronics a while back and just now starting to use them.  However, this bag states "ATTENTION.  Observe Precautions for Handling Electrostatic Sensitive Devises". 

I'm going to use them the same way RichieC did in his picture:

What precautions should I use when soldering these on the terminal blocks?  Do I have to get one of those anti-static mats?

ESD can be a real problem in manufacturing and electronics repair, so take my advice with a grain of salt.

I generally don’t worry about it too much and I’ve been building my own computers and repairing stereos, electronics, and trains for 20+ years.  

I typically just ground myself on something metal before I start working on something. Usually the case of my bench power supply.

YMMV, but don’t drag your feet across the carpet before soldering and you should be fine.  If you find yourself zapping doorknobs frequently, you may want to invest in a grounding strap.  The only time I used a one was when working with multimillion dollar radar simulators.
