What's a good product to put in a Dremel cut in a center rail made after the track is down to keep the gap forever open? I was thinking maybe some epoxy glue.

Epoxy is good, but keeping it in place while it dries can be challenging.
On the TTOS layouts at the mall, we used clear RTV, also called silicone seal. It worked great. Be sure to NOT use silicone 2, which is a derivative with less odor, but way less sticking power.
What kind of track is it? I would think epoxy by itself would come loose after a while unless you add a pile of it. If Atlas track, maybe you could modify an isulated rail joiner to slide in from the side and use epoxy to keep the joiner in place.
In the past I've used sheet styrene held in place with super glue. Just rough cut, then trim when dry.

I wondered the same thing.
It may depend upon the type of track being used. With FasTrack, I've never had to fill the gap with anything. I use a standard hacksaw blade to cut a gap in the rail that's wide enough to insulate, but not so wide as to interfere with operation. Works fine. But then, FasTrack rails are mounted pretty solidly in place. Maybe that's not true with other track systems.
