can not get the whistle to stop sounding, have even disconnected the sound control from track but when you increase the power the whistle blows any ideas

I'd guess the whistle board is defective if there is no DC offset on the track.
What transformer are you using?
Hopefully not the CW-80! If so try an transformer!
Also does it do this all the time or just at certain times or places on the layout?
If it does it at certain places; You have dirty track or wheels! The new circuit board style whistles pick-up interference from dirt on the track and wheels.
My Williams tender will sound off if the track gets dirty.

THIS IS WHAT CAME WITH SET WHEN U PUSH THE BUTTON TO ACTIVATE WHISTLE IT SHUTS IT OFF WHEN U LET UP ON IT THE WHISTLE STOPS THANKS FOR THE HELP
Thanks for posting a photo! It makes it easier to offer some help.
Have you tried reversing the wires at the track power lock-on? Looks like an add-on whistle device, so if you were to reverse the wires it should work opposite of what it is doing now.
Most whistle devices use a D.C. over lay of power to the A.C. system, so to reverse the wires will help.
