I doubt there is one "best" LED supplier, it really depends on your specific requirements.  I've purchased LED's from probably at least ten sources, it just depends on what I need.

RED =154,  crossing signal, ( screw end), need 4

Red and Green,  (3 each),  450 signal bridge, and a single sig bridge -bayonet style

red and green  -  148 dwarf signal  1 each, these are 2 prong

red and green - 1 each, pw- V, transf -  1 each, bayonet

white - 2 prong -- for station platform

To tell you the truth, I normally buy LED's for retrofits, I don't buy stuff to fit existing sockets.  I have some that I picked up on eBay, but normally I'm looking for discrete LED's or the LED rolls.
