Does the legacy 1.6 software download still work using the lionel support function?

Not sure what you are asking. The 1.6 Base and 1.61 Cab software is available here.
Thanks Marty. I have an HP laptop and I can’t get it to download. Obviously the problem is on my end.
I just checked and they seem to download for me. They are a compressed file. Not sure if that matters for you. Sorry I can’t be more help.

Welcome to the world of "tightened" computer security. Many programs automatically block downloads of software that they don't recognize, compressed/zipped or not. The better ones will give you a notice that they are blocking a download and then make you go through a couple of clicks/steps before letting the program you want download. Same thing might even happen when you try to install the downloaded program.
Best bet might be to try different browsers for the download until you find one that works.

Thank you all. I figured the Lionel link was good. I did a search about my laptop and sure enough there are a couple of clicks that need my attention. Time to call my son for assistance.
