Lionel Big Boy cover plate for blown down issue 6-11449

the cover plate for the blown down smoke fluid filler has the post with the o-ring and as of late the smaill part that holds the o-ring onto the cover plate post comes off meaning the small metal part that holds the o-ring in its grove.

is this small metal part supposed to be glued onto that post or is it designed to be removable?

this issue surfaced upon return from repairs.

thanks for any clarity on this from those that own or are repairman for lionel items.
