Are ALL Lionel Lion Chief products (LionChief... LionChief Plus... LionChief Plus 2.0) compatible with the BlueTooth APP???

No- just the latest (2017+ production?) Lion Chief and LC+, as well as the same era of Legacy engines.
There is just too much older non-BT inventory in Lion Chief, LC+ and Legacy, around to assume anything if you are looking for BlueTooth. So, you have to look at the box, read the description carefully, or ask an online seller IF it is BT.
