Most likely the armature is binding on the brushplate. Install a small ball bearing (I have them if you can't find locally) in the armature brushplate. This will force the armature down and keep it from bouncing and hitting the brushplate. Be sure the factory lubed the gears and both ends of the armature shaft. For the horn, If you are using a postwar transformer, only push the button or lever half-way.

Chuck, I did the opposite, I put the ball bearing in the bottom, added the washer to the top of the armature, and added washers to the motor mounts, and mine works great now
