I removed the cab and when running, both the pulley on the armature and the pulley at the other end (somehow attached to the whirling plow) both are turning. The "rubber band" wrapped around each pulley moves and both pulleys move. No rotation of the plow.

What might the problem be?

Also, my postwar Greenberg repair guide does not show how to remove the front end, that holds the plow, nor does it have a diagram of the mechanical workings of the plow and its connection to the front pulley. Does anyone have a diagram of the front end or can explain how to safely remove it?

  You need to remove the shell and then tilt the blower top away from the frame to disengage the tabs in the metal ladders attached to the blower to disassemble it. The pulley in the blower head is not attached to the rotating wheel but moves it by friction created by the spring on the blower wheel axle. Your spring must be missing or weak and it is not contacting the pulley.  I hope this makes sense.
