Gene: Real trolleys sharing the same track have to wait for the track ahead to be clear. That involves signals based on occupancy.

I would divide the trolley track into blocks that stop trains that are approaching an occupied block. If traffic were fixed in only one direction, an occupied block could simply drop power to the preceding block.

Attempting to match speeds will not work as there will always be some variability.

Assuming your track system can be split into blocks via insulating-pins or the like, this can be done quite economically with off-the-shelf relay modules that are a couple bucks a piece (no soldering required).  And, as Leo suggests, you could drop power to a preceding block by using, say, 50 cents of diodes paired with a relay modules.
