The GE Genesis series locomotives were only built as cab units (P32, P40 & P42).  Amtrak typically runs them elephant style when multiple units are used, but they also can be seen running back-to-back.  Depending on your layout grades and the length of your train, you can probably find a dummy unit to go with the powered one, but you may consider adding a powered unit and running them in "lash-up" mode using DCS.
