I'm rebuilding an old F-3 single motor 027 Diesel and had to replace the battery bracket with a new/old one. Forgot to notice how the black washers that hold it to the frame go back on. I think they go between the batter bracket and the frame. Also not sure if the ground wire from the horn relay goes on top or in between the frame and bracket. Can't find my Lionel repair book. Should be a piece of fish paper between the bracket and the frame.
The shouldered washers go between the screw head and the bracket, with the stepped portion facing down to keep the screw from touching the bracket. The stepped portion fits into the hole in the bracket.

Many engines also have a ring terminal on one screw, between the head and the washer, to provide ground for the horn relay. Not sure about F3's.
