Just bought two of the Non-Legacy Powermasters.  Like new.  I hooked them both up to test, just to be sure they work well - they do!

 

But, the Cab-1 "turn of the knob to voltage increase ratio" is different on the two units.  On one, a 360 degree rotation seems to go from 0 to 18 volts.  On the other, it takes about 5 complete rotations of the big red knob to get from 0 to 18 volts.

 

Seems like the step rate is different, but the documentation doesn't say you can change the step rate.

 

Any thoughts or ideas?

 

Interesting side note...on one end flap of the box, the part number is 6-12867, on the other end, it's 6-12687!

Yes, Yes you can. Remember you program a Powermaster the same way you do a locomotive. So, try this: TR, Powermaster address #, L, SET.  This should set it up the way you want it, one turn for 18 volts.

  As a matter of fact you can program a powermaster to have an ENG address. When program mode, select ENG and give it an address number, 1-99. I think Lionel did this because the TR button serves double duty, as TRACK and as TRAIN. Also, the TR button only recognizes numbers number's 1-9, so you run out of address numbers quickly.

Only 32 steps on the PM-1 regardless of the momentum setting, follow the instructions to set the momentum to "L"(low) as described earlier.

Yes, with the powermaster in conventional you can set the momentum with the L,M,H settings.  You can't with a TPC.  Reset both to the L setting.  It's kind of fun to play around with the momentum in conventional with a powermaster.  I was goofing around with it with my prewar stuff.  It does help them slowly accelerate.  Then I switched over to a TPC and lost that capability.  I would bet a rusty railroad tie that'll fix it.  Good luck.

My boxes are all mis-numbered, too, but differently than yours.  Mine have the correct “6-12867” on one end and the incorrect “6-128687” (note 6 digits) on the other end.  All 7 of my boxes are numbered that way and they were all bought individually over a long period of time as my layout expanded or as I needed replacements for early ones that failed!
