I have some Lionel passenger cars (6-35415) that seem to affect the dcs signal. I don't believe these have CV boards; just 18V lamps. My question is will the 22uH inductor help reduce the affect on dcs signal with these cars?  If so, will 0.5W axial lead inductor be sufficient?

Yes, no matter what is happening inside the car, the inductor will greatly help.  You're going to want an inductor rated at about an amp, I don't really know what the Chinese ones that specify watts are rated at, but I doubt it's big enough.

I did a little calculating, and as long as that inductor measures less than half an ohm, it should do the trick.

Worst case, it blows the inductor.
