Just went out . The A side. BUT, this is strange. I can cut the C terminal, on and all is good with the train running
and place the Micrometer, on the A, and get a reading of 9 volts. Only while the C is on and not the D. I am not
knowledgeable at all about these electrical or PW issues, I am a wire it up and hold hands to gether and pray it works.

Unplug the transformer, open it up and check the wiring, especially the terminal plate connections that connect to the thumbscrews. They can crack and come loose. A loose connection can give a reading on your voltmeter, but not supply enough current under load and appear dead.
