Power up sequence and the watch dog signal

I have a question about when the watch dog signal is actually sent? I have 4 fixed voltage loops for 4 different loops of track, powered by 2 z4000 transformers feeding 4 channels of the TIU. No external power feed to the TIU. My question is plugging in the transformers and and lifting the handles on the 2 z4000's, when is the watch dog signal sent? Is it when fixed 1 gets power all for channels are sent? Or as each handle on the z4000 is lifted each channel sends it own? 

My concern is engines on loops taking off on there own?
