I have an SD70ACe w/PS3 and has been running great. Last two days it starts fine an then accelerates to a high speed and slows down to the speed setting. Then it goes at the speed setting and then all of a sudden takes off again and so on and so on. I did a factory reset from the handheld remote and it still does the same thing. All the sounds and smoke work perfectly whether it is moving or in neutral.

Did you purchase this recently. I had identical problem on a new purchase that I returned. Or have you had this engine over 3 months? I ask because it sometimes appeared OK. The road name was UP. Don’t remember cab#.
If the tach reader isnt reading right, it'll often rocket off. Swinging back and forth between max and the requested speed sounds like a loose connection, maybe a bad solder joint at the tach reader or loose pin in the plug.
The previous post is correct, look for an issue with the tach reader and associated wiring.
My SD70ACe w/PS3 was doing the same thing. It was the tach reader. Sent it to Chicagoland Hobbies. They diagnosed, repaired and had it back in two weeks.
