Removing 2023 shell

I really hesitated to post this question since it's a bit silly but I acquired a 2023 Lionel diesel and wanted to take off the shell to lubricate the motor and clean it if necessary.   I tried to loosen the set screws on each end and they both move but the body will not come off the frame no matter how I try to loosen it up by pulling and pressing.

I have a 2032 Erie and the body came off easily.  Is there another screw somewhere that I can't see or something else holding on the body?  I know the 2023 was made a few years earlier than the 2032 but it appears to have the same setup, one each set screw on each end. Maybe a shot of PB Blaster on each screw will help loosen it upLOL?

Look underneath the locomotive.
There is a cam-lock at each end. It is partially hidden by the trucks / couplers.
Turn it approximately 90 degrees. 

Here are a few reasons why the body might not come off:
- didn't turn the cams far enough
- brackets that the cams engage are bent
- warped shell tight on frame

I am certain there are other reasons too.

Do you mean 90 degrees clockwise or counterclockwise?  I've tried both ways to loosen these with no success. back and forth as far as they will turn.

Don't recall.
You should be able to see the cam (tab) moving.
It occurs to me that I have seen a few locos where the slotted head was detached from the cam. The only way to remove the body was to use a small object to push the cam to the side.
