Good Evening,

just noticed on my Lionel engine 1225, I think the year of this one is March of 09, did not see a white wick inside smoke unit, wondering if suppose to have one?

also noticed, seems like smoke fluid on circuit bd and other areas, can fluid leak out of chamber?

You are seeing the wick underneath of the heating element. 

I shouldn't be on top of the element and most take the woven sleeve off of modern elements.

It appears that the wick that can be seen is charred. This is normal. Take a toothpick and press on it. If it still springy, there is good wick underneath. 

If you are getting reduced smoke output, that indicates it is time to replace it.

Yes, some fluid can get pushed out from use and if extremely overfilled the fluid will run out of the air holes down onto the pilot truck and piston mechanism.
