TILX 3 pack 684447?

Hello. In the 2019 volume one book this set is shown as being able to go with the Oil Train set. But it doesn't say new. So I looked and it was originally announced in one of the 2016 books. My questions are, are they offering it again? Is it just a repeat? I know the manufacturers repeat, but it's not often that there's a 2 or 3 year gap. Thank you for any info!
