I am repairing a Lionel TMCC -  Jr Mikado with a puffer smoke unit (old type like in postwar).

6-38609

It calls for a smoke resistor: Ceramic 20 ohm 3 watt - 5%.

I have on hand a 30 ohm 3 watt ceramic.

Can I use this one?

On these engines, is the resistor simply powered by track power direct or is current to it controlled via TMCC?

I would suggest you use a 27 Ohm wirewound element. I belive the part number is 6108040055 (going from memory here). At any rate if you enter "27 Ohm" in the parts page at Lionel.com it will come up. 

Never been a fan of the ceramic elements in these smaller locos. Use the wirewound 27 Ohm unit, you'll be much happier with the results!
