I have an 031 train layout and use postwar and newly issued traditional locomotives. Some have whistles or horns, some don't. I would like to mount a devise under the platform that would allow me to activate a whistle or horn when a train reaches that point. Any ideas would be appreciated.

Thanks for the comments thus far. I did some more research and found a sound system that seems just right for me. It is: MRC Sound Station 312 - Digital System with 18 Realistic Railroad Sounds - does anyone know anything about this system and do you recommend it?

Lionel did (maybe they still do) make a shack that had an air whistle in it. I think it looked like a switch tower or similar. They also have made diesel and steam Trainsounds/Railsounds Boxcars and tenders for steam locomotives. Some dealers may have items still in stock. I can't recall them cataloging the boxcars and/or tenders recently.

I had an American Flyer billboard whistle as a youngster.  It sounded pretty nice and was fun for me.  My steamer had no whistle.  It used a push button switch to activate the sound.  You could probably rig up a relay to make it work automatically when the train passes near it.

You can find these on eBay for $25.00or so.

Thank you for your suggestion, Bob. I am aware of those, but am leaning to something like the MRC electronic unit.
