  Handles can need equal prying 9-3 o clock, 6-12 o clock, etc. for the base same basic thing (after removing the four screws, handles, lights). 

   Check for evidence of soda/coffee/juice spills. Water will losen sugars best; it will dry (make sure if it though) But never use window cleaner as it crystallizes sugars more than it disolves them.

Look for it hanging up on the terminal post mounting too, thats very likely. A drop of plastic safe lube and short soak may help those slides. 

Metal is prone to chipping out plastics. Wrapping contact areas in cloth or tape helps tons when prying, necessary if your apllying shock via blows from a hammer etc. (needs a rubber/leather "dead blow" really)

Wood works well for light prying. Some neat tools for this kinda prying is also an all plastic trim tool kit at automotive stores.

It does come off when handles, lights, and 4 screws are gone.
