FWIW, unless you know for sure otherwise in your situation, that long "point" on the Williams roller frame that sticks down almost to track level can cause mechanical problems (it used to catch on my GG switches when I had a Wms 4-8-4 "Blue Goose"), and needs a bit of a grind-down. Easy with a Moto-Tool or file, and it may be your electrical issue.
If that isn't the cure, using a Moto-Tool, etc., you might taper these rollers a bit while in place, using a grinding bit. Depends on how marginal your shorting contact is.
Are you sure that the track is not to blame? Bent, mis-aligned, or something?
