The ZW's right side lever isn't working well, but I'm able to work around the problem:  I can set the lever to a certain voltage, and as long as I don't move it around too much, I'm fine with my newer LionChief engines.

The other problem is that the Whistle/Direction control lever isn't working with the transformer cover on.  After taking the cover off,  I can't see any adjustment to solve this.

I am thinking that a "momentary, normally closed", 10 amp push button switch should solve the Direction change issue.

Any idea where I can find one?  I currently use 14 awg  wire for lines to the transformer for power and ground, so my plan would be to run a 14 awg wire from the  transformer's A terminal to the switch, and then from the switch  to the target of where the wire goes now, so the switch needs to be able to accept the 14 awg wire.

Could I also wire in a Lionel whistle controller between the switch and the target?

Again, you have a ZW-C electronic controlled ZW variant. It's possible, even likely you might have a stuck on or partially stuck on output due to a transistor failure or other failure.

That could easily explain with the whistle and direction lever is not working- the control board has failed and you may have partial or full throttle condition and no way to cut power or apply DC offset.

Sure, you could do work arounds and use an external whistle diode setup and or a switch to make and break power. I get trying to get by with what you have, but again, this sounds like just another failed ZW-C topic.

Another different option would be to use your existing powerhouse power brick and something like a Powermaster to control power for conventional operation in conjunction with either a CAB1 remote, or possible if you have TMCC or Legacy, a Legacy powermaster.

Again, ditch the ZW-C, find yourself another working unit (fingers crossed) or just go a different route altogether.
