16735 truck swap

My uncle has Lionel car 16735. I know it's not the greatest photo, but the powered truck shorted out and melted. He wants to replace the truck, but there seems to be no easy way to do so. Under the orange top piece there seems to be just a large rivet holding the truck on. Is drilling that rivet out the only way to remove the truck? He is not opposed to that, just wanted to make sure.
