I got the distinct impression from not only the conversations here, but also the operation of the one I saw, that this was a mechanical drivetrain issue. Electronics seems pretty unlikely as the RCMC is pretty well debugged, and that's the whole electronics drive electronics.

The RS3 that thinks it’s NYC is an easy fix. I had an MTH PRR A-B-A F3 set that thought it was Union Pacific. A buddy downloaded the correct sound package from MTH for me then I created a new ID for the engine on my remote.

Either they are not back yet or Lionel hasn’t finished checking them out. I’m getting conflicting reports on there whereabouts
Lionel has said they are state side and being checked out, to be returned beginning of this year. Otherwise no one has said they have had their repaired locomotive returned yet.
Was searching for a Mogul until I found this thread. Eight months since last post, any current updates?

It's over. If you didn't return your engine when Lionel announced the recall you are out of luck. There is no repair for defective engines. If you returned your engine and Lionel sent it to China and you are still not happy with the repair the time to return it for a refund is long pass.. So there are no current updates because the case is closed.

Rescued trains. Lionel's first release of the Moguls are great products. I have a Boston and Maine Mogul with TMCC and Odyssey which runs well, looks great and has great sounds and smoke. Only drawback might be that the steam sound was two beats to the driver revolution but most might not notice the problem. There was also a second run of these without TMCC . I think the first run with TMCC would be a nice choise for you if you have a urge to have this model.
As others noted above, the latest run with Legacy was problematic and Lionel's Recall program has come and gone. . To expand on the issues, some users had serious problems with the engine stalling and locking up . I have a central Vermont version which performed better. It had a noticeable glitch at Legacy speed steps up tp 25 or so. That's a run speed of about 12-13 scale MPH. Owners who ran with Legacy and are accustomed to the great slow speed performance of this system would find the glitch an issue. My engine went back on the recall program and seems almost perfect , better than it was before the recall. I am ok with the performance as it is now.
If you run this engine conventionally or at speeds greater than 15 scale MPH, you probably might not notice the less than desirable slow speed running characteristics. There were not many engines returned by owners to Lionel in this program . It may be that a lot of users did not notice he issues because of the speeds that they operate the engine at.
TRy and find one of the first run Moguls. You might find it satisfactory.
Movie of my B&M Legacy Mogul after return/repair from Lionel. While it might not be my first choice if I were looking for one now, Lionel made good on the repair and the performance is satisfactory to me.

Your Mogul video clearly shows the unsteady behavior but it seems to be running reasonably well. Is it running in Legacy or conventional? Would you make another video with the engine running at around 30 scale miles-per-hour? I had wanted one of these Moguls but decided not to purchase. Will buy one the next time Lionel makes them.

I have said this a few times but as an owner of two TMCC Moguls and one Legacy one, the parts are identical except for the motor and worm gear and electronics of course.

I have always wondered about the motor operating RPM range and the worm gear pitch on the Legacy Mogul. If the worm gear pitch is smaller, axial clearance/backlash could be more critical. I have not investigated so just a guess.

It's running in Legacy mode, Melgar. I think some of the "unsteadiness" is due to my moving and jerking the camera to try and follow the engine. I'll make a video this weekend at a steady 30 mph and post it on Monday.
Movie # 1 is at 30 scale mph down the back straight along the yard.
Movie # 2 is at 45 scale mph down the same back straight along the yard.
Movie # 3 is at 30 scale mph down the front straight along the intermodal area.
Engine is running in Legacy mode with smoke off and camera (iPhone) mounted in a stand to eliminate any shaking caused by handheld.
Maybe it's just me, but I couldn't detect any lurching, hesitation, etc. of the engine.

Looks smooth to me; if there is hesitation, it just isn't noticeable.

Try running it slower than your 30 scale MPH. The lurch occurs when departing at realistic slow speeds:
