Can't get a LC+2.0 locomotive to lock into forward in conventional mode.

I have a LC+2.0 NKP Berkshire (1922021) from the Nickle Plate Fast Freight Set. I am going to be running it in conventional mode and want to lock it into forward only. Per the instructions, I have started the locomotive in forward, and while slowly moving I flipped the Run/Program switch to Program. The next time I power the loco up it is in neutral. I did get it to start in forward once, but it reverted to neutral when the power was cycled, then stayed locked in neutral. Am I missing something?

I am using a Z-4000 transformer. I do have TMCC, but everything is disconnected (wire to track, power to command base).
