I had a  layout built and some of the switches are Ross with the DZ2500.
One of the switches has stopped working. It appears the the switch motor
is not working properly. I have a solid led and a flashing led. It
appears that the switch motor is trying to move but cannot. I have
checked the crossbar and appears to be able to move but the spring
tension is very strong. I hear the motor sometimes working but it
doesn't throw the crossbar.  The DZ2500 spring and throw arm remains in the same
position. Also, the button doesn't have any effect.

First thing I'd try is to cycle the power to it, and try again. If not, try pushing the button and helping the arm, perhaps its stuck or snagged a gear tooth. If still nothing, take it off of the switch, look it over and see if it will operate when its not mounted. This would likely be indicative of something rubbing  on the mechanism when its on the table, or perhaps a piece of ballast is stuck in the machine, etc...

Its a couple tiny screws to open up the machine and look it over... worth a try. If you leave the power connected, you can power up the circuit board outside of the housing and see if the motor is running, etc...
