I search high and low for these things but could never get the description close enough for google to succeed ... until today!  They're called "2 Inch Bridle Ring - Wood Screw".


And they are used to organize your wiring underneath your table.

 

So now you know what they are called.  Depending where you buy them they can be pretty expensive, especially in quantities less than 100.  Usually a $1.25 or more.  But I found then for less than 1/2 that here at Show Me Cables:

We use these on our 2 foot gauge excursion RR during our annual Halloween event. Any large home improvement store (Home Depot, etc.) should have them. That is where we got ours.

These do the same thing, and you can get them in eentsy, small, medium and large sizes.  They are easier to use, and cheaper, in the long run, than the tie-wrap and sticky thing combination. When the sticky tape ages and fails, you need to go back and put in a wood screw. Time is money. When you want to add or remove or change a wire, you need to sacrifice the tie-wrap(s) along the route.

 

The drive ring goes in once, and can be turned 90 degrees to the run while working, then turned back to the working position.

 

If you want to know why yours are called "bridle rings" just ask. (It has nothing to do with a weird marital rite among sado-masochists.)
