Freight Trains in Australia

While looking at photo galleries of Australian railroads I saw something I could not find the answer to, hopefully some here knows it. I saw many pictures of freight trains that had up front an engine, a passenger car, and another engine. I also saw what looked like a external fuel tank on a flat car too.

What's the passenger car for?
