Bob,

I was thinking of just using a regular tankcar that can be moved to/from a siding for fueling.  Takes up a lot less space and would make for some decent switching ops.  Same with sand, coal, and water.  All that would be needed is some ground clutter like hoses, valve stands, etc.  A coal conveyor that collects coal underneath a hopper then dumps it into the tender when needed.

 

Here are two photos of "Neimeyer Oil", named after a dear friend of Hot Water and I.  The scene is on Hot Water's Central Connecting Railroad.

 

The buildings and tanks are from the Walthers kit, two sets of tanks, one old, one set is clean and is just getting installed.  Note the bulldozer building the berm around the new tanks. 

 

The fence is a Brennan kit that Hot Water put together.  I built, painted, and weathered the Walthers kit, and did the scenery.  Gene Kutina repainted the vehicles for Neimeyer oil, and weathered them up.

Now, I am assuming this fuel depot is like a bulk dealer of oil/gas in a small town, from what I can see from the models.  Now, I did see something that could be modelled as a fuel depot for the modern period this weekend.  UP had 1982, 1988, 1996, 2010 and another AC4400 were at the Houston Amtrak station for the Scouts and UP Family Day.  UP fueled the units with a short diesel tanker.
