Recently I purchased some of the new 3 bay hoppers with the scale wheels. As I have a hirail layout, I cant run them. Do I have to purchase all new high rail trucks or can I just change out with axles and wheels.

You'll have to get the replacement trucks 6-49081.

If you are talking about the Lionel cylindrical hoppers you have to change the entire truck. I tried switching out the wheel sets and it can not be done they way they are designed. So I bought new trucks and switched out the entire trucks.
If you are talking about AM or SHS 3 bay hoppers, you can change out the wheel sets.
I think there is a way to keep the original trucks if you change out only the wheels to ones from AM or SHS. It's a fair amount of work and I haven't personally done it, but I believe Ray, who posts here, has. Maybe he will chime in when he sees this.

There is a simpler fix if you want to run them on Gilbert type track. I put Gilbert trucks on mine. From your parts bin, use the knuckle coupler trucks with the small screw hole.

I have now converted two of the new (first issue) cylindrical hoppers using the 6-49081 hi-rail trucks. Although one will invest about 20 bucks for a set of two trucks, I feel that, in the end, they are worth the expenditure unless one really desires the save a bit of $. The new trucks run beautifully on Gilbert track and turnouts, and the very latest version of the L-AF knuckle coupler fitted to the trucks functions very well (finally!).
Too bad they did not get it right the first time around.

Even worse that they’re charging the costumer to fix their mistake… but even more worse, people are willing to pay instead of returning the thing as defective.

Well, yes, Tom. However the best hi-rail option under the circumstances is to use the 6-49081 trucks. I am now enjoying two very nice cylindrical hoppers that I could not have operated otherwise. The trick, of course, is to procure the hoppers at a sufficiently steep discount so that the total unit cost per car after modification is not too far out of line.
