Is the spacing on your ladder track set so the 2 pick-up rollers are both on the bakelite frog?

Are you using Lionel 0 or 027 track, or a different brand of track? If it stalls because of spacing, about the only recourse is going to be swap out the power truck with a MPC switcher motor truck that has pick ups on it also and wire the power truck and the original truck together for a total of 4 pick-ups.

The 611 Jersey Central switcher is a 1 axle magne-traction engine, so by swapping the MPC power truck made for switchers in the 1970's with 2 traction tires will most likely increase tractive effort. They both mount the same way so swapping them out would be fairly easy.  Just keep the original power truck  if you want to replace it again. Now both motor truck and pick-up truck will have rollers and most likely take care of the stall problem. Should be able to find the power truck on Ebay sooner or later.
