I have a Lionel 
22 track switch that chatters like crazy when I attempt to throw it.
Any ideas, suggestions.

Yes they are in the proper positions.
Switch chatter is almost always caused by improper placement of one of the insulated pins. But there can be other causes.....
Remove the switch from the track and try controlling it standing alone. If it still chatters by itself there may be a short and you'll have to take the bottom off to explore.
Can be caused by incorrect insulation pin placement, bad controller wiring, or most likely a failed solder joint of the controller rail bus (take off the backing plate to observe).
