I recently upgraded a 1994 challenger ps1, only to realize I have no headlight. Tried switching headlight and taillight and the bulb worked. There are no pinches or breaks. What voltage should I measure at the PS3 board connector? Going to do a continuity check on wiring tomorrow.

Could I have a defective board? If so I may just be content to live with it.

Usually no after that.  That top board may still be good though.  If I had it I would have reseated boards and bench tested.  If no lights still, I would have swapped a top board.  If still no good reloaded Flash and SF.  If still no good the board driver is bad.  Sometimes that is repairable if it is the limit resistor.  Otherwise the microchip is too hard to remove and you save it for an engine that doesn't need that output.  Unfortunately most need one, but you could rewire connector to have cab light drive HL for Steam.  Since not directional. I know that does not help you now. G
