Is that the Williams b-unit between the Lionel a-units on your B&O train? The colors appear to match quite well.

Yes, it is Williams.  I discussed it in another thread.  I had to: a) cut down the body, I cut 3/16 inch of height off the body, on top, and b) repaint the light gray a lighter gray.  It matched okay as was, but is much better like this.

I think they are hanging around the layout to protect their cars.  There are only a handful - Holmes, Wolfe, Hammer - who don't have a car - even Joe Friday and partner are there with their black unmarked police special. Many of these detectives like Morse, Bullitt, etc., cared alot for their car, and most of them don't trust me to take good care of their cars, so I think they hang out to look after them themselves.

And actually, San Beattadaise is rife with crime. In addition to the crimes at the trailer park, Friday and partner are downtown to check out the Polar XXX Press for possible obscenity charges - that is their black Ford in the last photo and they are on the sidewalk just behind it.  Columbo is at the brewery because of the theft of the turkey on the employee Thanksgiving Day festival.  Folye and his driver are arresting a black marketeer.  Dagliesh and Barnaby (Midsomer) are cooperating, have a grisly murder with a corpse next to an empty hole in the ground where something was buried, with a trail of blood leading to some tire tracks by the side of the road. Inspector Nardone has uncovered smugglers hiding drugs in race-car tires, and there is a stakeout of the motel where alot of working girls - well . . .  work . . . ,
