While I can't be absolutely certain, I believe the problem is that the lashup isn't properly getting the watchdog signal fast enough on power up. When this happens, lashups will do everything correctly except move.
For individual DCS engines, this is resolved by simply pressing Startup, however, lashups are different.
First, if you're using the Z-Controllers between the Z-1000s and the TIU, remove them completely and connect the output of each Z-1000 to its input TIU channel. The Z-Controllers are unnecessary and also can cause DCS problems.
If the problem still remains, there's a workaround that you can try. From page 105 of The DCS Companion 3rd Edition:
Missing the Watchdog Signal
If individual DCS engines miss seeing the watchdog signal, they can be either brought directly into DCS active mode by pressing the Start Up key or put into DCS stealth mode by pressing the Shut Down key. However, this is not the same for lashups.
If a lashup is powered on after the watchdog signal has come and gone, perhaps if its siding was toggled on after voltage appeared at the TIU channel outputs connected to its siding, there are two ways to put the lashup into DCS mode. One way to put the lashup into DCS mode is to turn off power to the inputs for the TIU channel that is connected to the track upon which the lashup resides, toggle on the siding and then re-apply power. The other way is to first highlight the lashup in the remote's Active or Inactive Engine list. Then, flip the toggle switch and immediately press the thumbwheel to select the lashup. It will come up in DCS stealth mode, dark and silent. This also works with individual DCS engines.

Thanks for a quick response. No there are no controllers between Z1000 and TIU. I pretty much listed how they are hooked up. Yes I read that about watchdog signal in the book ( I purchased both hard print book and Digital version. Love the book and use it often as it is my DCS Bible!) and also feel it is something with the watchdog signal. My dealer suggested taking the Z4000 off that channel and using one of the Z1000's instead to see what happens. He also said maybe using a switch to turn on that channel after the power is turned on to the TIU. This would put 18 - 22 volt instantly on the track thus enabling the watchdog to be active instantly at the correct voltage. Your Thoughts?

If the power switch is between the transformer and the TIU inputs, that could work.
Regardless, the following should work, as well:
First, highlight the lashup in the remote's Active or Inactive Engine list. Then, turn on transformer power and immediately press the thumbwheel to select the lashup. It should come up in DCS stealth mode, dark and silent.
Just went and moved handle 1 from the Z400 and Fixed one from Z1000 ( swapped ) and the problem is corrected. Will still try your suggestion but will have to be later. Honey just informed me I have to go. Thanks for your excellent and quick help. My only regret is not introducing myself when I sat in your seminar at York in April 2016. Thanks Barry really apreciatee all your help and all you do for DCS.
