Good day to all . I’ve got a Lionel 6-18680 LRRC Hudson that has been upgraded to full TMCC aw/ an R2LC Co7.

that works fine . My issue is : I bought a Lionel 691-PCB1 04C “ Conventional steam board” from Trainz on eBay , The normal set up for this tender is a set of boards from a  LionelMikado Jr from 05-06’ that had that bulb green smoke element that would be toast after 3 laps ( maybe ), and I took the boards RS out of its tender 691 -RSPR- A00 & the 4 E steam board which function beautifully ( I’m not worried about engine cab#’s or road name specifics . I am planning on getting another RSPR- A00 and in hopes of saving $$$ ( there’s a 4e on eBay for $101.00), shipping & all . That’s extremely steep ) I  purchased the 04C to save $$$ , And putting it into a Lionel 6-18684 pacific 4-6-2 which has been upgraded as far as the R2LC Co #8 and it works great . pics are the o4c & RSPR , and the last one ( on my phone cradle is the 4E IMG_0602IMG_0594,  so far , I I could get it to trigger , it would suit me fine for the Pacific. The whistle & bell sound randomly as well as the crew chatter . Is the 04C compatible/ the TMCC ?  Since it can’t be triggered from the Cab-1 , could  it be a defective board ?

if the 04C can’t be triggered from the cab-1 in TMCC , could it be a defective board ?

You messed up and bought a conventional ONLY board- meaning it does not have the programming to understand a serial data commands from an R2LC.

Again, not a defective board- it's buying the wrong thing.

Edit- also, another annoying part of that board is the lack of a socket making it near impossible to use as a replacement board with different chips.
