I have been running TMCC for a number of years. I recently purchased the new Legacy UP Mikado and the Legacy 1.3 Control System. After loading the Mikado module I see in the lower right hand corner of the soft keys pad, "Rule 17 on" and "Rule 17 off" keys. I cannot find these keys in the Legacy Manual. Could someone please tell me what these Rule 17 functions are for.

"Rule 17 lighting" is the ability to dim the headlight without turning it off. It refers to Rule 17 in most prototypical North American rulebooks, which basically requires that the engineers of passing oncoming trains dim their headlights as they approach so as not to blind each other.
IT should be mentioned in the owners manual for your engine
Try it, it will not hurt anything
Don't even need the black module. Just change it in the engine editor and save it to the base. It's all trial and error for finding the "active" features.
