This is exactly what I do.

Shape the foam into mounds, paint it black with acrylic paint. When dry cover with white (Elmer's type) glue and sprinkle on the charcoal used for fish tank filters. May need a second coat in some areas.

 Acrylic paint and water based white glue, solvent based products will melt the Styrofoam.

I've done the same with tan paint and a brown mica-like gravel that I found at the local 99 cent store
