Is it easier to upgrade a PS1 engine to PS2/3 than to put in ERR Boards? Will a PS2/3 board plug into the old PS1 wiring harness or does everything have to be stripped out making it about the same work as a ERR install?

I've done both and believe that you get a better quality engine with a PS2 upgrade with regards to sound and control. Some of the harness will work but you don't need them as the PS2 kits comes with everything you need. The ERR system works good for engines with no flywheel but that would be the only reason I would do it.
My understanding was that you had to strip about everything out when you upgraded to PS2.

Dan is correct; one very minor exception is the volume pot stays. Do note that all the new components are included in the kit. PS3 upgrade kits are almost here, which do not call for a battery, and so may be slightly easier to install. One MTH beta tester, who I shan't name, has promised on the forum that he's post details of an upgrade to PS3 as soon as MTH gave him clearance.
Everything does not necessarily get stripped out. Many of the diesels use 6V bulbs ands markers off a CV board so they can remain. Same with some steam lighting.
What gets changed is the board, speaker, battery, coupler, harness and any lights not 6V unless you keep them on a CV board or track power. In that case you add an inductor.
The harness is usually an easy fit back into MTH steam when PS-1. Even some of the others. The designs were similar. G
The key word with the harness fit is usually. 
I've run across several MTH PS/1 locomotives where it required a lot of Dremel time to fit the harness. I think the worst one was the MTH 4-4-0 General.
