I’m a bit confused on the directions. The instructions say to use the HC output (800 ma continuous) for smoke, but the config codes only suggest the LC output (400 ma continuous) for smoke. Also, if I use the HC, then what smoke resistor is recommended? Is the HC output at track voltage (18 vac)? Or is it less (how much less) and boost is functional giving track voltage (18 vac)?

I could also use a Cruise Commander (without the motor hookup), and is it the same issue, output current only 800 ma? Or is it more than a Commander EX?

The little TO92 triac will not survive running a smoke unit for long, so I'd insure you're running on the HC output for the smoke unit.

The Cruise Commander has a 4A rated triac for smoke, it's the triac on the R4LC.  Without a heatsink, around 800ma is about the right continuous rating for it.  I believe the HC output of the Mini-Commander uses the same 4A triac.

Given they're in short supply, I wouldn't waste the Cruise Commander on a dummy locomotive.  You can do a dummy very well with an R4LC and one of the little steam motherboards.  That will give you all the functionality.  If you wait for the Lionel 1/2 price parts sale (assuming they haven't cancelled that as well), the total cost will be in the $30 range.
